 Douglas Utility Billing and Customer Service  Department
 
This department is responsible for the billing and collection of four utility services - - electric, gas, water, sewer, and the management of 6,000 residential and business utility accounts. The department bills all customers monthly and maintains a payment service counter, a drive thru window, and a payment drop box for after hours use. The department staff has been exploring different methods of improving Customer Service delivery and is currently utilizing a lockbox service to process mail payments. At the present time, several improvement options are being explored to make it easier to make payments through the use of automatic debit and credit card payments, and off-site payment kiosks. The staff is planning to develop a website payment option.

How to Make a Utility Payment

Utility payments can be made:

  • By Mail - (checks/money order only) - Use the addressed return envelope included with your bill.
  • In Person - Utility payment counter (checks, cash, debit card, Visa or MasterCard, American Express) at City Hall, 224 E. Bryan Street, Monday-Friday 8:00 a.m.-5:00 p.m. 
Payment drop-box (checks only) at City Hall, in the northeast parking lot
  • Automatic Charge - (Bank Draft)- Automatic payment through your checking account can be set up by completing the Bank Draft form. Please attach a voided check. Download Bank Draft Form.
 
About Meter Reading
  • Water, gas, and electric meters are read every month and the readings are used to generate utility bills.
  • The meter readings are shown on the monthly utility statement.
  • Please contact the billing staff with any questions about meter usage.
 
New Service Requests

Customers wishing to connect service must:

  • Complete an appropriate application, pay the appropriate deposit, pay the cut-on charge, present for copy a rent receipt, lease, or purchase agreement, and a valid ID. No connections will be taken over the phone. The above can be done in person, by mail, or by email. Deposit payments and cut-on fee payments can be taken by phone once we have received and process the above listed requirements.

  • Write to the utility billing staff at City of Douglas -Utility Billing, P. O. Box 470, Douglas, GA 31534
  • E-mail the utility billing staff at: DouglasUtilities@cityofdouglas.com
  • Customers need to complete and sign a Utility Application-Connect Form. These forms may also be obtained at City Hall, 224 E. Bryan Street or requested by telephone at (912) 389-3499 or (912) 389-3408. The completed forms may be returned by mail, fax or in person.
 
Deposits
  • Residential customers are required to make a $25 (water), $25 (sewer), $40 - $60 (gas), $75 (electric) deposit that will be held by the city until the account is terminated. New service can normally be initiated with 24 hours of receipt of a signed service application and satisfaction of the deposit requirement (weekends and holidays excepted). Credit cards (Visa, Mastercard, Discover, American Express and debit card) may be used to provide the required service deposit.
  • Commercial Deposits are two times the average monthly utility bill for that location. Commercial Deposits can be secured with cash, letter of credit or surety bond. Please contact the utility billing staff to obtain further deposit requirements for commercial customers.
 
Termination of Service Requests

Customers wishing to disconnect service must:

  • Come by in person to sign a disconnect order at City Hall, 224 E. Bryan Street or fax a disconnection request to 912-384-6730. Disconnect requests are not taken by phone.

Service disconnection can normally be initiated within 24 hours notice (weekends and holidays excepted). Following a disconnection of service, a final bill will be sent out.

Customers wishing to make changes to their account should:
